Overview

The TLILIC0005 – Licence to Operate a Boom-Type Elevating Work Platform (boom length 11 metres or more) course is designed to equip participants with the skills and knowledge necessary to safely operate a boom-type elevating work platform (EWP) with a boom length of 11 metres or more. This nationally accredited course ensures compliance with Australian Workplace Health and Safety (WHS) standards and prepares individuals for roles in construction, maintenance, and other industries where high-access equipment is essential.

Participants will learn to conduct pre-operational checks, operate the EWP safely, and manage risks associated with working at heights.

Content

Introduction to Boom-Type Elevating Work Platforms (EWP)

  • Understand the design, functions, and controls of a boom-type EWP.

  • Identify the different types of EWPs and their applications.

  • Recognize hazards and risks associated with EWP operation.

Workplace Health and Safety (WHS) Requirements

  • Learn about WHS regulations and standards related to working at heights and EWP operation.

  • Understand the responsibilities of operators in maintaining workplace safety.

  • Ensure proper use of Personal Protective Equipment (PPE) during EWP operations.

Pre-Operational Checks and Maintenance

  • Conduct comprehensive pre-operational inspections of the EWP.

  • Identify faults, defects, or maintenance needs and report them as required.

  • Understand the importance of regular maintenance for equipment safety and reliability.

Operating the Boom-Type Elevating Work Platform

  • Safely operate the EWP in various environments, including construction sites and confined spaces.

  • Maneuver and position the boom to access work areas at different heights.

  • Use the platform controls effectively to ensure safe and precise operation.

Load Handling and Stability

  • Understand load limits and balance requirements for safe operation.

  • Secure tools, materials, and equipment within the platform.

  • Identify and mitigate factors that can affect EWP stability, such as wind and uneven ground.

Emergency Procedures

  • Respond appropriately to emergency situations, including platform malfunctions and incidents at height.

  • Execute emergency lowering procedures safely and effectively.

  • Familiarize with emergency equipment and rescue protocols.

Reporting and Documentation

  • Maintain accurate operation logs and inspection reports.

  • Report incidents, near misses, or faults according to workplace procedures.

  • Understand the record-keeping requirements for High-Risk Work Licences.

Entry Requirements

To participate in the course when you arrive, you must:

  • Provide Photo ID

  • Provide your Unique Student Identifier (USI) Number

  • Wear required PPE detailed below

Personal Protective Equipment (PPE)

  • Enclosed steel-cap or other suitable work boots

  • Suitable work shorts or pants

  • Hi-vis shirt or vest

* Your participation in the course may be cancelled or postponed if PPE requirements are not met.


Course Completion

To operate a forklift in the Northern Territory, you will also need to apply for a High Risk Work licence in addition to your training.

NT WorkSafe issues the Northern Territory High Risk Work licence through the Territory Business Centre.

This requires the completion of a separate application form - the CfAT Training team will provide this form to you.

You must then present this form, with;

  • your HRW license assessment report (from the assessor)

  • Photo ID

  • Passport sized photo and

  • Payment (currently $83)

within 60 days to the Territory Business Centre to receive your High Risk Work licence.

Participants will be able to:

  • Safely operate a boom-type elevating work platform (EWP) in compliance with WHS regulations.

  • Conduct pre-operational checks and identify faults or defects in the equipment.

  • Maneuver and position the EWP effectively in various work environments.

  • Manage load stability and safely transport tools or materials at height.

  • Respond appropriately in emergency situations, including malfunctions and incidents.

  • Complete required documentation, including operation logs and incident reports.

Expiration

Your High Risk Work licence will be valid for 5 years from the issue date.

You will have 12 months from the expiry date to renew your licence.

If you do not renew the licence within 12 months, you will be required to take the course again.
